Purposefully scratching on the 8 ball in pool...is it a loss or just good strategy?

Hi,

I'm aware that in 8 ball pool that if you scratch by pocketing the 8 in a hole you didn't intend to or pocket the cue ball when taking a shot at the 8 ball, it's a loss.

However, what if the shot was a bit difficult to make and you simply call a pocket and purposefully tap the cue ball just a bit in order to avoid taking a shot as to set your opponent up with the shot instead? Is that a loss or just good strategy?

I ask because I have a friend who likes to do this a lot and it's kind of irritating that he isn't trying to take a real shot at the 8 ball.

Just looking for a ruling on this from someone who may know so I can let him know, haha.

This is a fairly common strategy in league play. People will intentionally foul in situations where taking a shot would require them to break out a cluster that would give their opponent an almost guaranteed win or at least a significant advantage. Some people do it too often, but there are occasions where it is the best play. Tell your friend that next time he wants to do this he does not need to tap the cue ball, he can just pick it up and hand it to you.

I will emphasize that you really need to be playing fouls correctly, meaning you must give up ball in hand ANYWHERE on the table, not behind the headstring like many people do. This goes for all fouls (except on the break).
