I have acquired a torque wrench. It says Adjustable Metal Handle Micrometer Torque Wrench:

I have the Certificate of Calibration.
My question is this:
What is this used for? And if I wanted to sell it what would it be worth?

I have original case, original paperwork, and NO attachments - didn't come with any.
we need a name and the torque
is it in foot pounds, inch pounds or another measurement
how long is the handle
example
snap-on foot pound torque wrench - 30" handle - dial indicator up to 500lbs
that tells me how big the wrench is and how much work it is capable of
we use torque wrenches daily (specialized heavy diesel repair)
depending upon the maker and how heavy it can go makes or breaks the value
we have torque wrenches as tall as 10 y/o children and as small as a cat
