Fluid Air Siphon

Siphoned out steering fluid, having problems?
So I sucked some power steering fluid out, replaced with new, turned the wheels to their extremes a couple of times (front end jacked up), and repeated a couple times. Now, every time I start turning the wheels, I'm just pushing fluid out the top of the reservoir. What have I done wrong? Is there just a big air bubble in the system?

Are you turning the wheels with the engine off? Blowing fluid out the top is normal if the engine isn't running or it's too full. Let the engine run, and cycle the steering, and top off only when necessary.
