Lock picking in California: Is it legal to own a set of picks?
Is it legal to actually just *own* a set of lock picks? If so, can I legally buy picks over the internet?
I know the whole bit about a "locksmith license" so don't tell me about that.

Ok, so we've established that I can have them in my house for use on my locks. So is it legal to buy em?
And yes, I know how to make home made picks, but they wear out fast, and arnt nearly as effective. Besides, how many people just have windshield wipers laying around their house.
I believe that's only the case if I was to buy them from in-state retailers. Out-of-state can ship andthing anywhere, no questions asked. It's up to the buyer to find out if it's legal or not.

Fridaddy is pretty close. It is illegal to possess lock picks (or any other "burglary tools") with the intent to use them to feloniously enter a building or vehicle, etc. Pen C 466. However, there is no presumption that a person who possesses such items DOES intend such an unlawful use. Everybody is presumed to be innocent. A prosecutor would have to prove that intent beyond a reasonable doubt. In the absence of any evidence of an intended unlawful use, an arrest for merely possessing lock picks would be illegal.
BTW, you can buy lock picks, but the seller has to obtain full identifying information (name, address, phone, DL number, etc.) Pen C 466.1. So you probably would not be able to buy them on the internet.
